The Portland Experience: In the Beginning

How did the bicycle arise in Portland, a fairly typical city in a wealthy country, where almost 90% of families owns at least one car and trillions of dollars have been spent building extensive road systems linking the country and dominating cities? The answer is simple: the people demanded it. In 1990, the USA was about to start a war to secure oil supplies; people were getting fatter and less healthy because of lack of exercise; our air was polluted; cars were regularly killing pedestrians and cyclists; and global warming was beginning to be seen as a real threat. There were a few cyclists then--less than 1% of commuters got to work that way—either people like me who loved to cycle or those that were too poor to afford a car or even bus fare.
